The bill suggests amending the Law "On General Secondary Education". Secondary schools founded as community property can only be reorganized or closed by consent of the territorial community (general meeting) of the village, township or city, or on the basis of a local referendum.
Under the bill, a class of the minimum size in rural and township secondary schools can include three to four children.
